CCBA Develops Quality Framework for Community College Baccalaureate Programs
Orlando, Fla. (January 10, 2026) – With support from the ECMC Foundation, the Community College Baccalaureate Association (CCBA) is leading a historic national effort to strengthen quality standards for community college baccalaureate (CCB) programs. This work will result in the first CCB Quality Framework, which aims to address the growing need for clear, evidence-based measures that ensure community colleges offer high-quality, relevant, and workforce-connected bachelor’s degrees.
Following an in-depth research phase that identified common measures, promising practices, and gaps in current quality assurance approaches, Measures of Quality in Community College Baccalaureate Programs was published as the foundation for the Quality Framework.
In summer 2025, CCBA convened a national Advisory Task Force—including institutional leaders, state system representatives, and subject-matter experts—to draft a comprehensive Quality Framework for CCBs. To ensure the tool is both practical and effective, CCBA is partnering with six Lead Colleges to test and refine the draft framework while completing a full review of one of their baccalaureate programs.
A broader group of institutions will participate as pilot colleges in fall 2026, applying the refined Framework to additional CCB programs. Their input will ensure the final Quality Framework reflects the diverse structures, missions, and student populations that community colleges serve across the country.
