How did the opportunity to earn a bachelor’s degree become so divided between Black and White Americans?

In Anthony Carnevale’s latest article, the research professor and director of the Georgetown University Center on Education and the Workforce, suggests one way to alleviate racial inequality and increase the proportion of Black Americans who obtain a bachelor’s degree is to allow community colleges to offer the baccalaureate.
